Help with mini-split or upgraded central air unit please...

I'm having a terrible time trying to decide what would the best course for me. I've had numerous estimates from five contractors all with different opinions. Hoping I can get some help here...

My situation is as follows: I am in Atlanta, Georgia. I have a 1700 square foot area of my residence that is handled by ONE of two central air units that run my entire house (entire house is 3200 square feet). This unit is a Carrier 38ckc03. I think it is 1.5 or 2 ton unit and it's from around 2002. So it's getting pretty old but it runs fine.

This 1700 square foot area consists of three bedrooms, an office, hallway, bathroom and a 2nd floor 'playroom' that is 470 square feet. This carrier unit cools these areas sufficiently, but the playroom has never cooled that well since it is on the second floor and heat rises, etc.

We are currently remodeling the 'playroom' on the second floor and turning it into an apartment we can rent. We are also turning the attic above into a second story for the apartment (so third story overall). This attic area is 340 square feet, so it will be a small bedroom or something.

We are trying to decide between putting two mini-splits in this new apartment... a 12,000 BTU unit on the playroom level (2nd floor), and a 9,000 unit in the new attic/remodeled area (third floor).

OR...

Upgrading our 2002 carrier unit to a brand new, larger unit and then zoning it to serve the two areas... the new 800 square foot apartment AND our remaining bedrooms, bathroom, office etc.

OUR MAIN CONCERN AND ISSUE IS WHAT WILL HAVE THE LEAST IMPACT ON OUR ELECTRICITY BILL. Right now, in the summer, our total electricity bill each month is about $400. That's of course the total of BOTH UNITS. So we want to go with the option that will raise our bill the least. Everyone keeps talking about how efficient the mini splits are, but I'm wondering how much they would actually add to the bill each month. We've been told we could go with a larger Mini split unit and have two heads inside... and that would be better on the bill than having two actual units.

We've also been quoted differing prices based on a whether we get a single stage unit or two stage unit in the other option if we were to go the upgrade/zoning route...
